1. Scope

This Portal User Agreement applies to student.sami.uz and any related SAMI account or portal. It supplements the Terms & Conditions, Privacy Policy, and any service or application agreement accepted by the user.

2. Account eligibility and accurate identity

You must provide accurate registration information and use only an account created for you or one you are authorised to manage. You must not impersonate another person, create a misleading identity, or access another user’s account.

Where a student is a minor, a parent or guardian may be required to participate and confirm authority.

3. Password and account security

You must keep passwords, verification codes, and login links confidential; use a secure device; sign out from shared devices; and notify SAMI promptly if you suspect unauthorised access. You are responsible for activity carried out through your account to the extent permitted by law, except where caused by SAMI’s failure to use legally required care.

4. Genuine documents and information

You must upload only genuine, complete, current, and lawfully obtained documents. You must not alter a document to misrepresent a result, identity, financial position, qualification, relationship, or other fact.

SAMI may request an original, certified copy, translation, verification, or further evidence. Detection of suspected fraud may lead to suspension, refusal of service, disclosure to an affected institution or authority where lawful, and other appropriate action.

5. Prohibited conduct

You must not:

  • upload malware, executable attacks, corrupted files, or unlawful content;
  • test, scan, bypass, reverse engineer, scrape, or interfere with portal security;
  • use the portal to harass, threaten, discriminate against, or abuse SAMI staff or another person;
  • send spam or excessive automated requests;
  • infringe privacy, copyright, confidentiality, or other rights; or
  • use the portal for fraud, unlawful activity, or a purpose unrelated to SAMI services.

Profile-photo rules

A portal profile photo must be a clear, current photograph of the account holder and must show only one visible human face. Illustrations, mascots, objects, documents, logos, group photographs, misleading images, abusive material, and images of another person are not permitted as profile photos.

SAMI may use automated face-detection tools and staff review to check a profile photo. A non-compliant image may be rejected, removed, or reverted to the previous photo. SAMI staff may upload a compliant photo for the account holder. If a user repeatedly breaches these rules or the portal rules of conduct, SAMI may lock the staff-provided photo and prevent the user from changing or removing it until SAMI unlocks it.

6. Electronic communications

You agree that notices, agreements, invoices, application updates, tasks, and other service communications may be delivered electronically through the portal, email, SMS, or a messaging channel you provide. You must keep contact details current and check the portal and messages regularly.

7. Electronic signatures and acceptance

Clicking an acceptance button, entering a verification code, drawing or uploading a signature, or otherwise completing an electronic signing process may show your intention to accept a document. Electronic records and audit information may be retained as evidence, subject to applicable electronic-commerce, electronic-signature, contract, and data-protection law.

You should download or request a copy before signing. Do not sign if you do not understand or agree with the document.

8. Availability and service interruptions

The portal may be temporarily unavailable for maintenance, updates, internet failures, security incidents, supplier outages, or events beyond reasonable control. SAMI will take reasonable steps to restore service but does not guarantee uninterrupted availability.

An outage does not automatically extend a university or government deadline. Contact SAMI promptly if an outage affects an urgent task.

9. Monitoring and audit

SAMI may record logins, changes, uploads, consents, signatures, and security events for service, evidence, fraud prevention, and legal compliance. Monitoring is conducted under the Privacy Policy.

10. Suspension and restriction

SAMI may restrict or suspend an account where reasonably necessary to investigate suspected fraud, security risk, abusive conduct, non-payment for a paid service, breach of this agreement, or a legal requirement. Where appropriate and lawful, we will explain the reason and allow the user to respond.

Urgent protective action may be taken without advance notice.

11. Account closure and deletion

You may request account closure. SAMI may close inactive accounts or accounts no longer required for the service. Closure ends portal access but does not necessarily delete every record. Application, agreement, payment, consent, complaint, security, and legal records may be retained as explained in the Privacy Policy.

12. Responsibility for submissions

The portal helps organise a process but does not transfer responsibility for checking an application away from the student. Review information, documents, institution choices, fees, and deadlines before approval or submission.

13. Changes and termination

We may update this agreement for security, technology, service, or legal reasons. Material changes will be notified where required. You may stop using the portal and request closure, subject to any separate application or payment obligations.
